NETWORK OF WATER PROBLEMS IN THE PRESS OF MEXICO CITY DURING THE COVID-19 ERA

Thepandemicledtocontainmentandmitigationpolicies,aswellasdistancingandconfinementstrategiesthat limitedthesupplyofwaterresourcestosocialsectors.Residentialareas-maintainedsupply,butwithan increaseinrates.Marginalizedareasweresubsidizedandexemptedfrompayingforanincreasinglyintermittent supply.Anti-COVID-19policiesguidedwaterpoliciesintwoways:Thefirstconsistedofdisseminatinganti-COVID-19policiesinwatermanagementagencies.Anothersecondconsistedoftheautonomyoftheinstitutions andtheirdecouplingorconcordancewithanti-COVID-19policies.Inthisway,theliteraturefrom2020to2023 aroundanti-COVID-19policiesintheirwaterdimensions,registerproblemsofscarcity,famineand unhealthiness.Thescarcityhadalreadybeenobservedinthemarginalizedsectors,thefamineintheresidential areas,buttheunhealthinesswasappreciatedinthemigrantcommunities.Infact,thetypeofexposureto occupationalhazardsdeterminedthehealthstatusofmigrants.Thewaterproblemswererecordedinthe circulationpresstohighlighttheasymmetriesofanti-COVID-19policiesonthepublicandprivatesectors,as wellaspoliticalandsocialactors.Theobjectiveofthestudywastorevealthenetworkstructureofrelationships betweennodesandedgesrelatedtopressreleasesonwaterissues.Adocumentary,cross-sectionaland retrospectivestudywascarriedoutwithnewspapersofnationalcirculation:ElPaís,ElReforma,LaJornada andElUniversal,consideringthewaterproblemsofscarcity,unhealthinessandfamine.Theresultsshowa structureofnodeswherethewaterproblemswereinitiatedbyLaJornadaandendedbyElReforma.Both findingsarerelevantconsideringtheideologyofthenewspaper.LaJornada,anewspaperidentifiedwiththe politicalideologyoftheleft,initiatedthedisseminationofwaterproblemsinacityadministeredbya governmentofthesameideology.ElReforma,anewspaperdesignatedbytheexecutiveasaspokespersonfor theoppositionideology,culminatesthenetworkofnotesonwaterproblems.Regardlessofthetypeofpolitical ideologyattributedtothenewspapers,theproblemsofscarcity,unhealthinessandfaminearespread.Inrelation tothestateoftheartwhereitisshownthatideologydoesnotinfluencetheestablishmentoftheagenda,the
presentworkcorroboratesandrecommendsexpandingthestudytootherentitiesadministeredbytheopposition suchasthecitiesofGuadalajaraandMonterrey.
